So the full name would be "Sciror: Cyberocracy: Apex" or simply "Cyberocracy: Apex"? I like the latter! But we might "forget" the Sciror then which would be a shame.
I would go for the latter - as Sciror is a framework you do not have to reference it, though you can add a 'built with Sciror' tag which I intend to do.
So it would simply be 'Cyberocracy: Apex' with a little 'built with Sciror' tag down the bottom of the page (or on the back), along with WarSpike icons.
I thought 'Apex', as it should not be a given the Supremacy is going to fail: it may only fall in part, an isolated incident, or great swathes. It is down to the Simulator (sorry GM) to figure out how bad it will get, and the Players are not going to know.
I figure scenarios can be incorporated into the setting, but a Simulator does not have to run all scenarios, they can pick a choose. One Simulator may run an apocalyptic scenario with full on demons and magic while another may run it as a hard sci-fi setting and miss out the psionic madness (or keep it contained - teetering on the edge).
The only difference between the two is the 'threshold' level of human population density that kicks of psionic manifestation.
Set it high and you have hard sic-fi, set it low and you are in the fantasy zone, tweak it to find you balance point.
