Thought I'm still not 100% sure of the breasts. Something seems off, I suspect some underlying problem. They almost look 'stuck on' to the front of the armour rather than covering her breasts. It may be the gap between the breast and the shoulder?
The rest is looking awesome, and because the rest looks so good the problems with the breast are glaring.
However, before you chop anything off, I'll ponder on it some more (unless you have a brain wave!)
Is it just me, or does she have a really big butt?

The concept and sculpt look realy good so far, the second sculpt is definitely an improvement on the first which was good, as mentioned earlier the only fault was having the helmet held infront as it looks a lot better to the side under an arm.
I reckon the breast issue could be solved by adding more of a slope to the top of the breasts. Unless fake or in a good push up bra (false advertising!!) they're not shaped like beach balls, gravity pulls them downwars so the bottom resembles a slightly flattened ball which then slopes almost in a sraight line to just below the colar bone. sort of this angle / with a rounded bottom, if that really bad representation using a forward slash help at all. If in doubt just google women in sprts bra's to see that flattened out look which body armour would give, or if your after something a bit sexier which I believe you are google topless women to get a base shape wich you can then smooth out by applying armour over the top.

GUYS do remember the breasts on this mini is a Solid steel plate not body fat hanging of her , so think of this as a tick steel plate push up bra by the way i have show this to a few girls they all say the same thing butt need to be bigger ...witch of cos i ignore
It's the visual disconnect of the size of the breast and the shoulder. Sometimes these style tricks work add extra flow and accentuate characteristics, sometimes they make things look awkward. By the way, an armoured steel plate for breast would be flat across the breasts more sport bra 'uniboob' that a regular bra.
As for the butt it is pretty small for a woman, and the shoulders are quite broad. The hips are quite narrow if you remove the device on the side, but it does not notice as they hip devices make up the width (this is where a style trick is working in your favour). I take to be on of those androgynous anime/ manga style characters?
