Have you tried using a 3d program to design some of your stuff? I mean, you could use google sketch up (which is free) to design your city. I think you could go very mental with such a thing. Imagine those buildings but going of for tens of stories high, a strange decopunk vertical maze of urban madness!
If it is truly a poor area, you might also want to add improvised barriers to the buildings such as metal plats, barbed wire and even glass shards that have been masoned into the walls to prevent people from standing against them of climbing on them.

Yeah I've got some stuff I designed in sketchup, as you say I literally stacked stuff up and had buildings 20 levels high, not to mention giant viaducts of the same height and platforms and parade squares suspended in the air.
At this scale thought it's more practical to make stuff by hand than reproduce with 3d printing. Not to mention cheaper!
For 6mm scale's through I'm considering printing a dozen or so modular wall plates and parts, then casting them up in plaster or resin myself (whatever's cheaper).

Made a quick building influenced by your designs. For the artwork sketch-up might be a great too as well. Use the right textures and all you need to do then is photoshop it a bit prettier and you got some great artwork of crazy cities to attract gamers/fans. As for actual terrain kits and what not. Hand made would indeed be cheaper, especially if you're planning on making large buildings. Best would probably be to create a bunch of add ons and a few specific sections (windows, doors, etc). Then players could simply stick them to plasticcard surfaces. Attachments:
